Canadian Natural Resources Limited (Canadian Natural) is seeking regulatory approval for the proposed Horizon North Pit Extension (NPE) Project. The proposed Project is an extension of the previously approved North Mine Pit and includes proposed extensions of approved and new overburden storage areas. The proposed Project is required to sustain approved production rates for the Horizon Oil Sands Processing Plant and Mine (Horizon).
Horizon is located in the Regional Municipality of Wood Buffalo, 70 kilometres north of Fort McMurray and approximately 20.5 kilometres north of Fort McKay. The extension will be immediately adjacent and east of the existing approved North Pit and west of the Athabasca River. Development will occur in portions of Townships 96 and 97, Ranges 11 and 12, west of the 4th meridian.
The project encompasses the mine extension and the additional area required for overburden storage representing an increase in disturbance area of approximately 7% and 11%, respectively.
The extension will be a continuation of the existing approved mine, which will be actively mined for approximately seven years. As the Project is required to sustain Horizon production levels, an increase in water allocation from the Athabasca River is not required. No incremental impacts on regional infrastructure or community services are anticipated given that no additional workforce is required for the Project. Pending regulatory approval, site preparation activities are anticipated to begin in Q4 2020.
The director responsible for environmental assessment has directed that an environmental impact assessment report be prepared for the North Pit Extension. Canadian Natural has prepared a proposed terms of reference for this environmental impact assessment and through this public notice invites the public to review this document. Any comments filed concerning the proposed terms of reference will be accessible to the public.
